Dear Readers,
The presentations at SMI’s virtual UAV Technology conference over 28-29 September showed the pace at which remotely piloted aircraft systems are maturing and finding their place among the 5th Generation air forces of tomorrow. The concept of operations has already been established over previous years of operation and now it is the growth in numbers being acquired matched with increasing technical capability that armed forces are finding so appealing.
Maritime and land unmanned systems are also beginning to proliferate but the sheer utility of unmanned aerial platforms to range over distance, some at speed such as loyal wingmen, using ISR to feed information into the intelligence vision and then respond kinetically is delivering an unmatched tactical advantage to all those forces so equipped.

LOYAL WINGMAN, TRITON AND SKY GUARDIAN AT LEADING EDGE OF RAAF’S 5TH GEN AIR FORCE
“We are transforming the Royal Australian Air Force into a 5th Generation force. Within 15 years, the entire Air Force has been, or will be upgraded. Our oldest capability will be the C-130J which is not an old aircraft,” said Lieutenant Colonel Keirin Joyce, deputy director, RPAS, Royal Australian Air Force.
Speaking virtually at SMI’s UAV Technology conference (28-29 September), he stated that the Australian Defence Force was seeking to gain its military advantage through ‘non-traditional ways.’ It needed to be joint by design, he said.
Boeing’s ‘Loyal Wingman’ concept with developmental technology was one such programme. “Its applications are not limitless but it could complicate the battlespace for our enemies in ways a crewed aircraft may not be able to without placing them in considerable risk,” he said. “It is a AUS$40 [US$28.6] million programme and are developing only three test and evaluation air vehicles. There is no commitment to buy – it is all about exploring air teaming concepts and technology.”
During September, Boeing Australia started the commercial turbofan engine on the first Loyal Wingman platform with the company expecting to undertake its first flight by the end of the year.
“We are specifically looking at autonomy – one to many control – and particularly looking at what it expendable in a complex regulatory space,” said Joyce.
The RAAF is currently bringing in two Remotely Piloted Aircraft Systems (RPAS) into the Australian Defence Force; Northrop Grumman’s MQ-4C Triton and General Atomics’ MQ-9B Sky Guardian.
“We will acquire at least six Triton air vehicles in a cooperative programme with the US Navy [PMA262]. Government has funded the first three with ground facilities and network integration,” said Joyce. “Australia is sharing the risk of development and rewards with the US Navy.”
“It is really important that we buy a platform that travels at a speed that can hoover up information from our large economic maritime zone,” he confirmed. Initial Operating Capability is set for 2025/26 with crews already training with the US Navy.
“We are partnered with the Royal Air Force as we acquire the MQ-9B Sky Guardian. This platform is all about persistent ISR and strike to support special forces. It has targeting capability to engage targets. IOC will also be 2025/26 and is a significant driver for where the RAAF is heading in the future with RPAS.”
FIRST FLIGHT FOR UK RAF’S PROTECTOR UAV
The first of an initial batch of three Royal Air Force (RAF) General Atomics – Aeronautical Systems (GA-ASI) Protector RG Mk1 unmanned aerial vehicles (UAV) took to the skies on Friday 25 September in the United States.
It is the fourth in GA-ASI’s MQ-9B SkyGuardian production run, the other three belong to the company and are being used to support the certification process. This first RAF Protector will be retained in the US for system testing before and after being officially handed over to the UK Ministry of Defence (MoD) in summer 2021.
The MoD strategy calls for a total of 16 Protector UAVs to replace the RAF’s existing fleet of GA-ASI Reaper MQ-9As.
The Protector will be used for Intelligence, Surveillance and Reconnaissance (ISR) as well as kinetic attacks. Using enhanced data links it will be capable of employing precision strike weapons including MBDA’s Brimstone missile and Raytheon’s Paveway IV Laser Guided Bomb.
The RAF will take delivery of its first operational Protector in 2023 with the Initial Operating Capability expected by 2024. The fleet’s home base will be at RAF Waddington, Lincolnshire.
The MQ-9B platform has also been selected by Belgium and Australia.
DSCA DIRECTOR LOOKS TO RAPS TO INCREASE FOREIGN MILITARY SALES
Heidi Grant, director of the US Government’s Defense Security Cooperation Agency (DSCA) said that the newly created “risk assessed payment schedule,” or RAPS, is making it easier for additional nations to approach the United States for Foreign Military Sales (FMS).
Speaking during an online conference, Grant said that DSCA “had oversight of 14,700 FMS cases, executed $55.4 billion in arms sales, and worked with over 160 countries.”
RAPS assists countries in their bid to “qualify as ‘dependable undertaking,’ which means those countries have been evaluated as most likely to be able to meet financial obligations made as part of their FMS request.”
Grant stated that “…we’ve approved already three countries for this RAPS opportunity. One of them has actually acted on it. And we won a competition out there, I would say, because of this financial opportunity.”
Instead of paying in full for the FMS purchase once the sale has been approved, the alternative payment schedules include the payment of “a deposit that amounts to 100 percent of the cost of terminating their agreement.”
This not only applies to military sales, but other security cooperation requirements including “international military education and training, advising on defence doctrine, rule of law, human rights, civilian harm mitigation, and other institutional capacity-building programmes.”

1 October, 2020 – Egypt - The State Department has approved a possible Foreign Military Sale to the Government of Egypt of a Maritime Domain Awareness (MDA) system and related equipment for an estimated cost of $417 million.
1 October – Republic of Korea – The State Department has approved a possible Foreign Military Sale to the Republic of Korea of AIM-9X Block II Tactical Sidewinder Missiles and related equipment for an estimated cost of $158 million. .

Sierra Nevada has been awarded a maximum $15 million IDIQ contract to provide a comprehensive contract vehicle for the sustainment of A-29 Foreign Military Sales aircraft in support of air combat capability for allied countries. Lockheed Martin was awarded a $709 million modification contract for the procurement of economic order quantities of material in support of F-35 Lightning II aircraft low rate initial production Lots 15, 16 and 17 for the Air Force, Marine Corps, Navy, non-Department of Defense (DoD) participants and Foreign Military Sales customers. General Dynamics Electric Boat is awarded a $215 million modification contract for engineering, technical, design agent and planning yard support for operational strategic and attack submarines. Whiting-Turner Contracting was awarded a $188 million contract for the construction of Hurricane Florence recovery projects located at Camp Lejeune, North Carolina. Aviation Systems Engineering is awarded a $94 million IDIQ contract which provides contractor engineering services in support of the Airborne Anti-submarine Warfare Platform Integration and Systems Engineering Branch. The engineering services provided are in support of legacy and new acoustic and non-acoustic sensors, systems and subsystems for naval air platforms and to improve existing maritime patrol and reconnaissance mission systems in support of Navy and Foreign Military Sales customers. Northrop Grumman Systems is awarded a $91 million contract that procures the necessary hardware, technical engineering support, management support and logistics support to fabricate, assemble, test and deliver the required fiscal 2020 AN/APR-39C(V)2 and AN/APR-39D(V)2 radar warning receiver hardware for Department of Defense aircraft in support of Navy, Army, Navy Supply Command and various Foreign Military Sales customers. Hardware procured on this contract includes Weapon Replaceable Assemblies and support equipment such as 55 AN/APR-39D(V)2 processors; 185 AN/APR-39D(V)2 antenna detectors; 126 AN/APR-39D(V)2 radar receivers; 46 AN/APR-39D(V)2 low band arrays; 22 AN/APR-39D(V)2 handle assemblies; 59 AN/APR-39C(V)2 processors; 236 AN/APR-39C(V)2 antenna detectors; 188 AN/APR-39C(V)2 radar receivers; 76 AN/APR-39C(V)2 upgrade kits; and 65 AN/APR-39C(V)2 circuit card assemblies. Additionally, this contract provides non-recurring engineering efforts that support production capacity to meet necessary fielding requirements. Raytheon was awarded a $61million modification contract to exercise options for design agent and engineering services to support the Cooperative Engagement Capability (CEC) programme. This option exercise is for design agent and engineering services to perform advanced studies and integration efforts as well as software sustainment and support. The CEC programme provides a sensor network with integrated fire control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple or layered engagement strategies. MISSILE DEFENSE AGENCY
Boeing is being awarded a $249 million contract modification on the Ground-based Midcourse Defense Development and Sustainment contract (DSC). The scope of work under the current DSC includes development, fielding, test, systems engineering, integration and configuration management, equipment manufacturing and refurbishment, training and operations and sustainment for the GMD weapon system and associated support facilities. Under this undefinitised modification, the Missile Defense Agency executes the Service Life Extension Programme (SLEP) upgrade of Ground Based Interceptors (GBI); the upgrade and repair of specialised production equipment necessary to support SLEP activities; systems engineering to support CE-I fleet readiness; cybersecurity activities; and the production of a payload to support system testing requirements. The Missile Defense Agency is the contracting activity.
DEFENSE LOGISTICS AGENCY
Bell Textron has been awarded an estimated $212 million contract for H-1 aircraft support. Using military service is Marine Corps. The contracting activity is the Defense Logistics Agency Aviation.
